That's all you needed to hear. People who confuse 'literally' and 'figuratively' are frustrating, aren't they?
You're still looking down at the dial when you feel a hard thump and a loud yelp. Of course you know what's happened: you've hit somebody's poor dog. You immediately pull over to look. You can see the poor thing some ways back; he's limping away, and you feel bad for that, but he's alive, so you breathe a sigh of relief.
Then a cat lands on your shoulder. The sudden weight surprises you and the sharp claws tear at you, so you scream and quickly shake the thing away. You see it there, scared and confused, and assume you must look the same; where did this animal come from? Only a moment later, a second cat hits your face. A dog lands nearby. They're falling faster now. Yes, it's literally raining cats and dogs, and you're set to be pummeled by living animals falling from the sky...
